Canadians living in rural areas sometimes face long trips to see a family doctor. At least two towns have tried to be fair in assigning patients to incoming physicians by creating "doctor lotteries."

The bill would impose a 4 percent gross revenue tax on doctors. This would be a “Medicaid Quality Assurance Assessment” (MMQAA) tax that is used by the state to collect more federal Medicaid matching funds.
